- AFAN is legally established as a registered NGO with operational systems.
Years 2-3: Scaling & Integration
- 300 deaf individuals have measurably improved communication access.
- 5 innovative inclusive education models are implemented and documented.
- 20 public institutions have established sign language capacity and protocols.
- Services strategically expand to include other disability categories.
Long-Term: Systemic Change
- Demonstrably improved educational attainment among deaf students across Uganda.
